Oak Creek East Homeowner’s Association Meeting Minutes

September 19, 2007

Opening:         

A meeting of the Oak Creek East Homeowners’ Association Trustees was called to order at 7:30 pm the 19th of September 2007 at the Orange Township Hall by Chuck Himes.

Present:          

Douglas Byers, Mary Burcly Harper, Tony Dunham, Ronald H Laui, Stephanie Murray, Lynn Riley, Greg Rogers, Dean Vande Water, Ron Carobine, Chuck Himes, Cynthia Vande Water

Approval of Agenda

 1.An agenda was used and distributed.

Approval of Minutes

1. We reviewed the minutes from the June 27th meeting.

 The minutes were approved.

Financial Report

1.The current balance is $39,444.56. We are under the projected budget amount so far.

2. Rocky Fork provided an estimate for treating of the fence in the amount $2,023.00. We will request a new quote as there are some sections of the fence that needs to be repaired.  

3. Need to have the trees, shrubs and bushes trimmed back before the fence gets treated. We search out bids for this.

4. We need to pay $25.00 to have Mike Prasse removed as Statutory Agent for OCEHOA per his request. Chuck Himes was voted to be the new Statutory Agent.

Old Business

1.The following items were discussed. Action items were assigned to each trustee as follows:

Cyndie:

- Check with Mr. Cox regarding the recourse we have in relation to Sign-A-Rama. Spoke with the attorney regarding this company he suggested we file a complaint against the Better Business Bureau.

-Cyndie did speak with the owner and to this date no action on the part of Sign-A-Rama has taken place, even though the owner said he would gladly do it.

- Find bids to replace the signs/monuments at all entrances. The main entrance being of most concern.  Still working on contractors.

New Business

The Board will solicit bids for lawn care for 2008. We plan to contact four companies for their pricing.

LEGAL

A letter was received from an attorney representing a resident of Oak Creek East. The resident was requesting copies of all records for the HOA since its inception including the plans of another homeowner for a patio and landscaping. The board will contact attorneys to find out how we should proceed. One resident in attendance suggested the by-laws could stipulate that a resident who requests the records would have to pay a special assessment to cover the cost of the copying of paperwork. This can be explored by the board.

 Concern/Requests from Residents.

A resident on Cold Harbor raised the question about privacy screens for a deck.  Apparently two homes are built abnormally close to each other and a privacy screen is desirable.  However, these are prohibited and the screens that do exist were grand-fathered in prior to the formation of the association.

Walker Woods is discussing the development of the open green spaces behind Coldharbor Blvd and potentially could put in Basketball courts or Tennis courts with lights. The board will request information from Walker Wood’s HOA.

A resident raised the concern about speeding cars on Coldharbor Blvd.  The only thing we can do is to persistently call the Orange Township Sheriff every time we see this occurring. 

The road surface of Coldharbor Blvd is deteriorating due to the Powell Road construction.  Residents should call the township and send pictures to them for resurfacing.

A resident mentioned the idea of putting out decorations or luminaries at the entrance monuments for the upcoming holiday season.

A resident mentioned that one home on Aurora Ave has an orange plastic fence around the back yard in violation of deed restrictions and asked the board to send a letter to the resident.

A resident mentioned that insurance companies may cover some of the cost to replace front doors that were poorly installed by Dominion and are resulting in water damage to the home.
